Did blizzard lower the drop rate of the blue proto-drake? In the last 2 months I’ve killed Skaid on my 11 alts every day and have not see it drop. I always thought dungeon mounts were ~1% rate but I may be mistaken.

They are. It’s 1% every single time you kill him. Think of it like this:
The mount is 1 blue ball in a jar of 99 red balls - 1 in 100, 1%. You reach into the jar and pull out a red ball. You don’t set it aside when you try again on your next alt, you put it back in the jar. So, while it’s unlikely, it could be a very, very long time before you see it. Some people have farmed Ashes for YEARS.

I’m in the same boat although I took a break from farming. There are a lot of people that have reported doing hundreds upon hundreds of runs before getting it to drop.
Rng will smile on you sometimes. It took me 7 or 9 tries to get the Blazing Drake and maybe 40 tries to get A’Lar. But the zul gurub mounts were painful, particularly the Razzashi Raptor. I’ve also run the Throne of Four Winds a LOT and have not had any luck getting that Drake mount to drop.
I got the Blue Proto a few years ago. But Drake of the South Wind was a very different story.
5 years of farming across 6 toons. Finally dropped 2 months ago. Al’ar? Still looking for it.
RNG can be incredibly cruel. But keep trying, it’ll come to you someday.
To update this, I decided to run Utgarde Pinnacle this evening on my 12 alts and got the Blue Proto Drake on my second alt of the evening. So yeah, stick with it and it will eventually drop for you!
