I believe the class that needs the most pruning are demon hunters, you really expect players to have a keyboard to be able to support that many spells? That’s why I would make demon hunters only have 1 spec, called “passive hunter” they’ll only have OP passive buffs but can’t be activated without using a actual spell. But they won’t have any, and make them more available for everyone to play

Druid just needs to be able to use two specs at the same time, your Affinity talent choice lets you do both your current and affnity spec at its full potential.
But design it that way and have it be cohesive
To accomplish what you said, I’d change tactician to 50% chance reset overpower every 1-2 slams, with a guarantee on the 3rd
Also: guarantee on any mortal strike too
Survival Hunter: Bring back ranged Survival, but double down on a multidotting focus.
It can still have the basics of what it used to be, i.e. Explosive Shot, Serpent Sting, and Black Arrow with the Lock and Load passive.
On top of this, Serpent Sting ticks should have a chance to take some time off the Black Arrow cooldown. This would allow Black Arrow to be applied to multiple targets, scaling with the amount of targets. This would allow for more Lock and Load procs, which would mean more Explosive Shots for ST damage. There were attempts at Black Arrow multidotting in the past but they never went anywhere.
It would be really nice to have a true multidotting playstyle in the Hunter class. It would fit pretty well and I feel we almost had it in MoP and WoD before it was taken away.

Edit: Evasion Tank spec. Talents to increase dodge to ridiculous levels and spamming Knives generates threat.

New Spec : Shadow Ranger, hunters are involved in nature, no reason they can’t harness the powers of nature magic as well, let’s give them the ability to hide in the shadows, perhaps have a touch of void invested in their weapons. There’s more, but I’m tired and my brain hurts from working all day.
For death knights we’ll go with a 2H frost build that we’ll call “glacier.” We’ll change Frost Strike to using runes and Obliterate to using runic power. Runic power will build slowly, and Obliterate will be usable at 50 but will gain additional effectiveness the more runic power you use in it. It’ll have a variety of short cooldown, short duration buffs, as well as a proc or two that you want to stack. Then, when you have the RP and buffs in place, you unleash an obliterate that, well, obliterates.
The goal here is to have the ultimate 2H frost class fantasy, in which you relentlessly, unstoppably, inescapably pursue your target, and when you have everything where you want it, like the glacier, you just annihilate their whole town. DPS will be bursty rather than smooth and PVP will be more about control to get them where you want them instead of pure damage.
