They were cape rewards for tribute to insanity argent crusade tribute run from trail of the grand crusader.
Blue version was copied and was a drop from cata raid boss al’akir.
Horde never had a chance to get a none tribute run version of their flavor.
Sense the Scourge, Argent Tourney Grounds, Bolvar, etc are either coming back, going to be involved in the pre-patch, or both, it would be great to let us all get another chance to aquire this gorgeous cape. Horde and Alliance.
