I posted a bug report (with screenshot) if any of yall want to add information to it:
I focused on the inability to recraft cause of the minimum quality, but it also had the same ilvl and difficulty display issue. In the end I was able to recraft the shield for the person once they dropped the min quality to 4, despite the display saying I would only make a 402 (got them a 418 shield).
