Item was not a first craft.
Provider had Rank 3 mats for everything including embellishment and missive.
Did the devs ever fix the problem that the axe was requiring blades specialization?
I am not sure about that. Although that may make sense. Was it short blades?
I can’t remember the details and I can’t find related earlier posts.
Sounds like a bug either way: one they already had reported or one they haven’t seen yet.
