I am unable to do this quest. As soon as I start flying down into the harbor all of the mobs disappear and are replaced by friendly npc’s. If I fly back to quest giver then the mobs return. It seems to be some kind of phasing issue. Any ideas?

Bumping as this is still broken. I’d love to finish the Draenor garrison campaign…someday maybe.
May 2021 still broken i cant complete this quest. Does blizzard know about this?
