So, all the gripes I have seen regarding this, but I have yet to see where you pick this chain up.
Is it 70 only? I have found Genn and Callia in several locations but they don’t have anything.
In Valdrakken, next to the portal to Orgrimmar, there should be a Forsaken with a quest for Horde and a similiar NPC next to the Stormwind portal for Alliance and yes, 70 only.

Yeah, everybody seems to be throwing a fit because Tess isn’t the same character she was a decade ago. Crazy.
Which has been several years over a decade canonically, btw.
I found a quest NPC in Stormwind near the AH, likely a similar NPC located in Org.
If there was one in Valdrakken I missed it entirely.
It’s in the portal room in Valdrakken.

I just thought it was funny because I mistook her for bolvars daughter.

Yes, you can only do it as a lvl 70. The npcs are next to the portals in valdrakken, in your capital city, and in the journal.
