Took me a bit too find it as well, glad to be of help.
Its back but now its worse as I explode every time I do an advanced experimentation. I put all my points into that so that I can learn it faster and yet ever since the “fix” I’ve blown up almost every time

Same. A 4 hr random cooldown is frustrating. Why MUST there be a time gate on absolutely everything? I understand time-gated general content but dude… Like let us play the game. Not a lot to do at the moment but work on professions.
i dont mind the cd on experiments… but the useless phials you get from them are really bad
Dpnt forget you can drink Liquid Courage to reset your cooldown. You get as a by product of experimenting.
