This is an odd one, but I’ve noticed it a few times, now.
On several occasions, I’ve made changes to action bars such as dragging a different mount or toy onto my bar, and if I change zones (via portal, usually) within a few minutes of that change, the bar reverts to what it had been. If I make the change again after that and don’t change zones for a while, it seems to stick.
Still an issue.
I’ve had this happen after I make major changes to my ability layout and then upon entering a dungeon.

Just ran into this on an alt I haven’t played in a while. As far as I know, it is only happening on this toon. Very strange
This is still an issue, I zone into a M+ dungeon and my action bars reverted to how I set them up prior to going in. Also I went to interact with the Trading Post, put a new mount on my bar and then zoned from Stormwind City to Valdrakken and it changed back again to the old mount, essentially reverting the bar.
This is still happening. Set up my mage’s bars for leveling and queued for a dungeon. Loaded in and the action bars were completely different.
Aaaaand… still a issue, you pay to play, for a ZERO support, nice!
Has this been addressed or have you found a solution? I am having the same exact issue
