I thought that is the point? Both Fingers of Frost and Winter’s Chill are supposed to make your ice lances hit the target as if the target were frozen which results in more damage. So it makes sense for ice lance to consume them…
But you should be using your fingers of frost FIRST before using your winter’s chill. This way they don’t consume each other. You end up with more ice lances on frozen targets this way. In other words, do not use FLURRY until your Fingers of Frost procs are finished.

Technically right now nobody presses ice lance very much right now for frosts single target rotation.
We are in the M.I.L.Frost mage era (minimum Ice Lance) for our single target rotation. Basically it’s all about using the winters chill debuff to shatter icicles, and Ice Lance launches those. So you want to frost bolt, use brain freeze proc, ice lance and then frost bolt again. Completely ignore FoF procs,right now they are a dps loss. In terms of raid dps, frost is doing OK single target damage.
One more week and we will see how that all changes.

- Frost is a surname, such as “Robert Frost”, the famous poet. Rumor has it that its origins relate back to some folks whose hair turned white at a very young age, hence they were “frosted”.
- When stringing Frostbolt casts together, often times a proc for Brain Freeze or Fingers of Frost (or both) won’t appear until after you’ve already begun casting your next Frostbolt (due to the time it takes for the Frostbolt missile to travel to and hit the target). While it makes sense to use Fingers of Frost before Brain Freeze (to maximize the number of Ice Lances used), they sometimes overlap. The non-stacking overlap nature feels like a flaw in the spec’s design, and it’s one that a Frost mage runs into often.
One thing I was hoping for with the rework in the beginning was that winter’s chill had a longer duration on the target and wouldn’t be consumed when a fingers of frosted had lance hit. That might help with the proc munching a bit. Like winter’s chill only gets consumed by had lance he it’s a non empowered one

Sure IT was a problem back in Legion and Bfa when your procs were very limited and basically you only had had 1 stack flurry and the only source getting FoF procs was from
Frostbolt and the first hit of Frozen orb and the X% chance additional proccing that if you munched them too fast you could easily find yourself in proc drought where you literraly only can spam frostbolt and nothing else.
This changed significantly since SL/DF
We have Freezing Winds:
We can have 2 stacks of Flurry and Frozen Touch and overall Brain Freeze proc has been buffed so much over the years that we have so many procs sometimes now that we cannot spend it.
Everything you say has been adressed by now. Though with the new 10.1.5 rework things could change.
