Generally speaking, you’re better off anticipating that the game will have extended maintenance on patch day and perhaps being pleasantly surprised.
Because patch day overcomes all optimistic outlooks and crushes them under its heel.

In BfA and Legion: Yes. They would probably be up at around 1:00.
In Shadowlands: No. I don’t know what happened but maintenance is consistently longer than it was in the past 2 expansions.

You must be west coast.
Even if servers do come up early, there will likely be subsequent restarts because patches are never smooth with this dev team.

I am not but the announcement specifically says 7-1 (8-2 my time) for it being down.
or being on a tuesday if like me you do evening shifts. right when the realms come back up i have to go into work.
I hope so, because I can’t focus on schoolwork at all with this nasty stomach bug

Haha well I don’t know I left the shift world long ago. I work 12-20 hours a day so outside of my day off I don’t really get playtime in.
Not that bad, go outside & get some sun or better yet, go get that gals # you been mad doggn’ 
The gerbils need to be removed from their wheels and replaced with fresh, preferably living ones, do you have any idea how many it takes to run a single blade of a server?!
Some of us live on the east coast, where 7-1 PST is 10-4

Possibly a worldwide pandemic could be a factor
I remember back in BC when I first started playing WoW and I thought I’d take a sick day to play WoW… it happen to be a tuesday… It wasn’t patch day, just regular maintenance… I never made that mistake ever again
hard to say if they will come back early. I did sit here and watch the patch download onto my laptop. Launcher says 9.0.5.37862
Another reason west coast is best coast. 
It’s far more likely that there will be hotfixes and restarts throughout the evening than early completion.
