Unless there’s an update that I’ve missed, I don’t think that’s the case, even though it may seem like that, as it can be a little confusing.
As far as I understand it, Nazgrim, Galakras, Ra-den, and Lei Shen (and maybe Immerseus) are virtual realms on Pagle. The other realms, particularly the larger ones, have a direct transfer route to the Pagle virtual realms, so as not to have to compete for names.
But to be sure, that is a Normal realm, not a PVP realm, and those on Fearlina, Benediction, and Whitemane, will additionally have the free character move option to Grobbulus.
