I honestly wouldnt mind if ret had some ability to Dual weild 1hs or 2hs at the same time like using some light ability to channel holy strength to do it like Warriors can.
if some other games can allow it, i dont see how the lore can allow paladins to do it

Dual-wield is more of an agility class thing with warrior as exception for their weapon mastery.
2hand dual-wield is outright never gonna happen because that’s highly emblematic of Fury.
Might as well give warrior Divine shield and let mages shapeshift.
Classes needs to be distinct.
There’s 1 thing that COULD be a thing for Paladins and it is wielding a 2hander with a shield.
Holy should get a 2hander option that shares a node with Shinning Rightouesness.
Prot should get a 2hander+Shield option in the Templar Tree.
Ret should get a 1hander+Shield option that shares a node with Vanguard of Justice or an option in the Templar tree to equip a Shield in the Cloak Slot.
I feel like if it’s a thing in the templar tree it’ll be for Ret as well.
What’s your idea behind Shield as a cloak? 
I liked the Templar from Diablo, lol.
I think it could be kindof cool to have “Imbues” be a thing for Paladins in the Hero Trees, with Templar having a Shield Imbue.
Equipping it as a Cloak creates a unique fantasy, without all the hassle of adding in weapon enchants, animations, etc…

I don’t want to speak for them. But probably the fact that you would have too many extra stats with a two hander and a shield without losing a cloak. Replacing the cloak with a shield would keep the same amount of opportunities for the spec for enbellishment slots, and slightly more stats while dropping one enchant. It would also allow sword and board Retribution to continue to have Final Verdict/Divine Storm/Blade of Justice BoJ is manditory to use season 4 tier set and additionally enable Shield of the Righteous. I love the idea.
They can always fiddle around with stats to account for an additional item.
All in all, I think that’s an option with a “W” all over it fantasy wise.

Right now 1hander and shield is possible but not great, can use Justicar’s Vegeance and Shield of the Rightious, M+ dps would be lower dps but not out of the realm of possibilities for lower keys, no DS, or Blade of Justice is a huge loss in damage and a holy power generation loss.
I think blizzard considered this already, kind of JVs only redeaming quality is working with a 1 hander. Lower damage is the trade off to be a bit tanky.

If it is about appearances you could play Prot or Holy now, but I also desire to have viable shield equiped Retribution in WoW
