Easiest = disable in raid. Leave for all other group content.
Otherwise consider the following alternative
Faction City Raids. Collect the Head of the Race Leader.
Then turn in for a repeatable quest where you can choose the buff you receive. This also lets Alliance have access to the Warchiefs Blessing Buff .
In this process you create content for a wide range of levels that is more engaging than these Mind control abuses and lame teleport services.
Have a quick raid to hit up the enemy factions leaders and collect 3 heads. Plus the usual Dragonheads.
This 10g gold sink is a meme. Please just add some simple quests and use existing quest item files.

I like this idea. I miss city raids. Blizz would need to do away with dishonorable kills of npcs effecting everyone in the raid.

They already made a change, they aren’t going to make another change.
I thought what they did was fine. I know a lot of people that are really happy.
Killing faction leaders is good content, that’s why they added the achievements and mount in a later patch. So that’s not to say that your idea isn’t good but again they already made changes and they made it in line with the Chromie quests. It fits in pretty well in my opinion.
