I recently returned and was wondering about Nat Pagle with the garrison in WOD. Do you need to be exalted with the Anglers AND Nat Pagle in MOP BEFORE even being exalted with NP in Draenor ? ( I know about the level 700 fishing )
Just rank up that fishing skill and upgrade your Garrison
