Since Soulforge for the FB Legendary eludes me again this week, I am using Razelikh’s instead.
Do you just prioritize Elysian Decree and maxing damage with this legendary ?

Yes I would used quickened sigils in most situations unless you really need the grip/slow from sigil of chains for kiting.

Yes, that’s basically the entire point of the build is to pump as much dmg as possible. If you aren’t using it for damage, its largely a waste of a legendary.
Should I be using Quickened Sigils?
I would say yes. Lowering the base CD increases the value you get from the CD reduction of Razelikh’s, thus giving more damage. I’d only run Chains if you really feel you need the utility (keeping in mind that Razelikh procs will go into reducing this CD and not Decree often).
