I have found all three clues, and found the hole ratts is suppose to be at, however NPC is not there, and i can not “confront Ratts” to get the peculiar gem, I have attempted to seach both on this site, wowhead and wow wiki page, and can not find any info on this issue, I have re-logged, and tried /reload , torch, idol, and cap.
nothing is working.

im having the same issue ive abandoned and restarted the quest multiple times and did the achievement to try and open the area

i figured out what it is, the cave is not the one by the city, its the one in Faerings Advance, same look and everything to how to get down the hole
