The Horde can freely attack Alliance players in front of Ratchet guards with no consequences. I might be missing something, but that not what I would expect from shared town.
Guards though happily attack Alliance players.

I was wondering about this too. I thought Ratchet was neutral.

I was attacked as horde by an alliance character, without the guards doing anything. So it seems to be broken both ways at least.
Found out have to be friendly to ratchet first first.

This is still a thing - cept Alliance characters can attack freely as well.
So it seems the bug has spread to both factions now… soooo expect Ratchet to be Gankcity. 
Many seem interested in corpsecamping lowbies.
