I remember there being rare spawns that had a silver name plate and had decent drops if you killed one. I feel like I remember this being in vanilla. Was this a later patch or am I mistaken? I thought those were fun. Group up with some random peeps for a shot at the loot. They were some tough mobs.
They exist. I’ve seen many of them so far. It’s just that there are a lot of people playing and rare spawns have a long respawn timer so you haven’t seen them yet lol.

Makes sense
They are still there. But do not respawn dynamically based on the population of the zone. Some have shortish respawn timers, some are multiple days. I found one in the cave in wetlands and got a spider shield, so they are there.
I’ve seen and killed several - always a nice surprise when you wander around and there they are! Happy hunting! 
I killed one the other day it gave me a green weapon with a kinda useless effect
Only one I’ve seen was the Blind Hunter in RFK.
Green is a green. Good to disenchant!
The problem is they respawn. Let them spawn only once.
Ran into one in Teldrassil, gave my Rogue a rather useless white sword. Oh well, was a neat find nonetheless and I’m banking the weapon as a keepsake.
I dunno, do you remember when “literally” used to mean literally? It’s been used in its current figurative form for decades. Richard Dawkins used in a figurative way many times in his books and he was born in like the 40s or 50s or something.
