So is it a bug that I don’t get Coins of Brokerage from rares in Zereth Mortis or is that zone not considered the Shadowlands? 
Killed three rares in ZM, got zero coins.
You don’t get them in the Maw or Korthia, either.

That should be fixed or is the Maw and Korthia not the Shadowlands either? 
I feel like this has been an “issue” (probably working as intended) the whole expansion, there are a few items that says “only work in the shadowlands” that do not work in the maw, korthia, ZM, or in dungeons, which as far as I can tell, are ALL in the shadowlands. . . .but whatever. lol
I’m just pointing out the quest text is extremely misleading.
When I see “open boxes and kill rares in the Shadowlands”, I expect that any rare I kill in the Shadowlands would give me coins. However, if the quest text said upfront “kill rares and open boxes in Bastion, Maldraxxus, Ardenweald and Revendreth” then I wouldn’t have even tried in the other zones.
But you’re right. I guess it’s whatevs.
