Maybe I’m missing something but what is the point of having all the rares be level 80? I always enjoyed hunting for rares while leveling especially in new zones but now I just have to avoid them. I hope this is some kind of bug but if not I don’t get the design intention.

That’s not the case. There are special scaling mobs that give excellent experience and some level-appropriate gear. Then there are level 80 mobs that are world mini-bosses.
If you join in a kill of one of the L80 mobs when you’re L71, it might or might not be worth it, as the XP is very low, and gear drops will be L80 WuE.
Oh, that is good to know. Every rare I’ve come across has been max level so I guess I’ve just been unlucky.

The plain old circle and cross mobs without the fancy silver “elite” ornamentation are the ones you want to kill while leveling. Depending on gear level (and whether it’s today or after tomorrow’s hotfixes), they might be a little challenging to kill, or might not.
