This seems to be the only legendary recipe affected so far, but I can no longer craft any ranks above Rank 1 (excluding reagants) for Shadowghast Waistguard. There is also neither a dropdown menu for ranks, nor an xp bar, showing in this recipe.
Again, this is the only legendary recipe that appears affected across all professions. but of course it prevents the ability to make any plate belts over ilvl 249 as a result.

I have the exact issue, just wrote out a ticket.
Except I crafted a ilvl 235 not noticing the missing bar 
Yup, same thing happened to me which led me to noticing this problem.
FWIW, I tried opening the recipe up in TSM’s crafting window as well and it too does not see the ranks.
Same thing here. Made a few 235’s before i realized the issue…
I have all legendaries leveled for all professions. Im having this same issue, but its only for Shadowguast Waistguard. All other legendaries work just fine.
This bug is still present after today’s maintenance.
