ranking my level 56 paladin rn, at 10 plus 20% rn omw to 11
the ranker addon says i should farm 500k honor for rank 11 plus 90%
but since im not max lvl, am i getting the extra progress or does it lock at 11 with 0%

You will need to manually enter your present rank, your level and % in rank, and this will calculate your breaks.
From your present listed information Level 56 @ 20% R11, you have a 500k cap with maximum progression of Rank 12 (44.00%)

… the level required for R11 is 53. You should be able to progress all the way up to R12 at your current level. As for whether or not you can get any percentage progress into a rank if you’re not the required level for the next rank, it doesn’t say… presumably though you can.

All that aside, at level 56 you could probably take a pvp break, run a few dungeons, and hit level 60 in no time

You also get 3300 exp per badge turn in and like 10-40 per cmdr/lt/archer. Pretty easy to hit 60 just from doing AV if that is what you are doing for honor. It goes very slow, almost un-noticeable. But with the sheer volume of games, you have to play to get 500k you get there. That is what I did with the guy I just hit GM on. Also it is like 65k exp to turn in the banner quest from neutral to exalted 999.
I only did a couple dungeons when my cap was low.
I had zero issues leveling 51-60 in AV to grind Rank 10 before I hit 60. Although the Ranker app indicates that the breakpoints may be different for sub-60 characters, I met the minimum honor breakpoints to hit Rank 10 by Level 60 and was never ranked-up lower than expected due to not being 60.
