My list is definitely going to constitute a hot take:
START of BfA > MoP >= TWW > DF >= Shadowlands >= Legion >= WoD > End of Cata.
Factored into this are my vibes of the xpak overall, my free time, the design of my spec, effort put in, rewards obtained, the community state as I engaged with it, etcā¦
Iāve mostly RBGāed until Solo Shuffle released. Now, with Battleground Blitz, Iām genuinely not sure which I prefer, so I suppose Iāll be dabbling in both, just play for fun and try to improve over time 
I enjoy the learning process still, all those years later, and prefer to continue to engage with it over playing any other game out there, reallyā¦

Legion was easily the worst expansion for me because of the obvious reason that they removed PvP vendors + legendary rngs + artifact weapon and BfA because of azerite gear. Shadowlands was bad too because of covenants, which ruined my life, because i play both pvp and pve

And those are perfectly reasonable explanations. If I may say so, you put yourself to a very high standardā¦ Donāt get me wrong, though. I also like to PvE when I can, but Iāll forever focus massively on PvP. Now, if I have relatively more free time, and I like the āvibeā of the expansion ā that will surely increase my chances of me engaging with the game in a more wholesome mannerā¦ and try to ātasteā more of its aspects.
I agree with you 100%, though, on Legion, BfA and SL being (objectively, via systems) more āgrindyā that Wrath->WoD. Thankfully, though, it seems post-DF and esp. with TWW, that the team has largely given up and away the idea that PvPāers SHOULD PvE to get BiS. However, I think min-maxers will always min-max (which I donāt, at least beyond the rough chart of looking at my top spec players and youtube/discord to gear āproperlyā every week).
PvP died the day Horde got Paladins.
Definitely can say The War Within is by far my least favorite of the expansions. If it was the intent to go strictly pve than they succeeded. Will be looking for something else and Iāve been playing WOW for many years now; this is by far the biggest disappointment for me.
