This is unfortunately the case. I wish Blizzard would crack down on people sharing accounts to get to rank 14 but they did nothing to stop it in Vanilla and #nochanges, I guess.

I think the first few r14’s in Classic will be relatively easy to get because people who have done it before know how it can be cheesed (when a relatively few people still know how the rankings system works). After everyone else learns how, then the difficulty will increase parabolically with competition.
If you really want to piss off the streamers on your server, block them from getting r14 the first month that r14 becomes available. You know they will be trying to be among the first to show off for their followers. When they have to slug it out with the rest of the pack, that’s when you’ll see who has the staying power and who doesn’t. lol
