As the title states, I have collected the pamphlets off the wall. I do not see them in my bag and there is no option when I mouse over the npcs.

Looking over this vid, you use a pamphlet, then you should get a target area to toss it to the quest npc. Check it out, see if it helps.
I don’t have the icon like that next to the quest.
If you did not get the pamphlet I would suggest abandoning and picking up again. Just picked it up on my alt.

I am not able to restart the rally the people quest after quitting the scenario to join a raid group. Shows the quest available on map but the guy is not there to get it from.
