Can someone explain to me exact how the charges for raise ally work, and why i can use it multiple times in one fight if i have enough charges?

You start with 1 charge and get more once in a few minutes. Max number of charge is 10, iirc. You can spend it on multiple targets and they will receive the void-touch debuff (5 mins), which prevent them from being rez again.
The charge is shared with other battle rez skill. If other players used their brez, you lost 1 charge.
You gain a charge every 10 min. Thats it.
