Yeah. I have done 1 raid pug since the launch of the game, was MC during Warlords to get the corehound mount.
It was a disaster. 40 people who either never did MC or forgot about the concept of pacing and strategy zerging and dying to trash for 2 hours.
At least I managed to get the puppy though.

They tried that nonsense some years back by linking battlegrounds to the legendary questline!
As I recall the people who actually did battlegrounds hated all the pve’ers coming in as much as the pve players hated being forced to do a pvp battleground.
It was a fiasco.
TLDR it is not required to get the AR. Complaining just to complain.
There is a quest to do in the raid but no required to do the raid. Probably will have a sweet cutscene though and I can’t wait for raid night tonight with the boys!
When you say they have tuning issues do you mean:
They are too easy?
They are too difficult?
Some fights are way too easy while others are way too difficult?
Personally I found every single Uldir fight to be pretty much faceroll easy, outside of G’Huun, and that really was only because of the timings with the orb running mechanics.

The raid completion requirement will be doable via LFR, same as every other quest that has required raid involvement in the past. You can either do it now via normal mode raiding, or you can wait a few weeks and do it via LFR.
then don’t finish the questline
it’s that simple. all the forum temper tantrums aren’t going to change anything.
Do LFR in a few weeks. If you don’t want to, then ignore the questline.
You get the achievement to finish the war campaign without needing to do the raid. So no idea what you are smoking.

Do it in LFR, if you don’t want to do LFR that is your choice and you are choosing not to finish the war campaign. Now if you had to do it in normal or higher I would agree with you but anyone can do LFR. I despise raiding and I know people that hate raiding more than I do and they do LFR regularly.
This is no different than the Vol’jin quest requiring a G’huun kill, or just about any non-Balance of Power raid quest post-Cata.
I am now so damned glad I never did that. A Ghuun kill.

You do get an achievement.
But then there is an additional quest you pick up for the campaign that requires a raid.
Was gonna reply then noticed a “slap in the face” and that it was a Rastlin post.

On-topic: this is nothing new. Did you even play this game before BfA?
The raid isn’t required to unlock AR. So this Rastlin rant is now moot.
No doubt all their metrics are down.
You can queue for it on Heroic now.
whats more horrible is the reward is a measly 2k azerite power… like … talk about a let down =/
