The beta is initially capped at 30, but will probably expand.

My invite said the beta only goes to 30? Will there be another beta that goes all the way to 60? and if so we will be able to use our prexisting invite to access it?

They will expand it. The original Vanilla Beta started out with an L20 cap.
That can all be tested internally with game devs and bots.
There is no need for player testing at all excluding stress testing the servers.
