I’ve run Ulduar numerous times, on Normal, but cannot get raid progression to show anything at all.
Really getting tired of running this dungeon. It is long, annoying (esp Yogg-Saron), I have every achievement except for one.
Why am I not getting normal raid progression??? Does it need to be 10 man or 25 man? Secondary defenses enabled or not enabled? wtf?

There is no longer separate 10 and 25 man.
What exactly are you trying to do? I’m a bit confused.
I had the same problem, and got this answer.
I’m having the same issue with my Crucible of Storms progress.
I should be 2/2 N, not 1/2. And it WAS 2/2 last time I checked. Today I noticed that’s it’s back to 1/2, which is especially weird because I did it with my guild and we cleared both bosses on the first run.
Hers’s how the achievs changed if this helps:
Ulduar’s Achievements are also getting updated to support the new Timewalking mode and the Ulduar Achievements no longer have 10 man / 25 man flags and each achievement has been condensed into a single achievement. This also includes the meta achievements:
Glory of the Ulduar Raider (10 player) and
Glory of the Ulduar Raider (25 player) which will be condensed into a single meta achievement, Glory of the Ulduar Raider , which will now award both the 10 man mount,
Reins of the Rusted Proto-Drake and the 25 man mount,
Then they need to smoosh the raid progression on the web profile page
