If you stay and complete the half-finished raid then you'll get priority que for a fresh run next time, and no deserter debuff.

if you keep queuing and leaving then you'll keep getting in-progress runs.
You left before the run was complete and had to wait 30 minutea to go again. Sounds like its working as intended.

The truth of this really makes the OP pretty funny. I love it when people try and cheese mechanics they don't understand, and fail.
Sorry, I have issues.
There’s generally a good reason why people have bailed on a run. How high are those determination stacks? And you won’t even get a stack for G’huun until he pops his ugly...umm head? out.

You can rest easy, Bajadin. Since Blizzcon the stock has been bleeding out. And for good reason. The “Don’t you have phones?” portion stinks of disconnection between the company and the community - and that does NOT sit well with major share holders and investors. And the way the YouTube video that Blizzard put out for the next patch has been received so overwhelmingly bad that I can only see things getting worse for them. Unless of course they decide to actually put in effort and make a good game while rekindling the connection with the community.
