What was the point of making old raids harder to complete?
Also, why is normal harder than heroic lol.
I just tried to do ToT on a new 110 alt and couldn't even do it on normal.
Maybe something they can revert going into BFA?

Not recently. This is something that has been discussed in BFA beta, but they say it isn't intentional and won't last for live.

I imagine trying to solo ToT at lvl 21 is indeed pretty hard.

I imagine reading the OP is pretty hard too.
If I remember correctly, Ion said in the last Q&A they were prioritizing tuning for BFA content are planning to circle back for legacy content. I mean, it's not only raids, but PvP as well.

If your talking about old world scaling in the Beta/PTR you need to give it some time. The legacy damage buff is not even turned on yet and that will make a huge difference in things. The best thing I can suggest right now is let the different NPCs hit you and bug report any abnormally high damage like trash mobs hitting 8-10k in molten core when we only have 25-30k health.
Anything to make things take longer. Time played metric and all that junk.

All discussions have been beta/ptr.

It would help immensely if you could tell us what was stopping you from doing normal ToT. I've been running it on Normal and Heroic the last few weeks on a couple characters with no real problems.

Patch 7.3.5 had a side effect of screwing up older raids. This was most apparent with MoP and WoD raids becoming much harder than they were before. While they mostly fixed things, MoP raids are still slightly harder than they were before, but they should still be soloable.

I assumed he meant a recent change.
I just stomped heroic ToT 25 yesterday on my DH up to chi-ji (mount run) like always.

Stat squish is hard maths, the same thing happened the last time they did this.

Did you forget to click the any button?
On beta its reported as harder to solo old raids due to the stat squish but that is because they haven't gone back to make them easier since it was pretty low on their priority list.
On live I can run through Ulduar nakkid and just use arcane explosion on all the beasties. So they have not made it harder in live except I still do not have the mount, madness will consume you.
Now on Beta, with my Rogue.. I gets smacked around and the first big boss with all the peons made me run away.

I don't know why people keep denying this.
When 7.3.5 brought level scaling, old raids and dungeons became much harder. After a great many transmog hunters unsubbed, they announced that with BfA they would fix it.
Apparently they had no intention of doing so.
The purpose of scaling up older raids is to keep people from farming them on their 90's and 100's. They want those people to do end content. They want them to spend time leveling up.

Yep, they retuned it so people could do it on their 110's. It is now content permanently removed from the players who are at what used to be the appropriate level for it.
But hey, who cares about the story that's locked behind those old raids? New players don't matter one bit. Let's pretend there's story in those pointless fetch quests.

This is correct. With 7.3.5 old raids were scaled improperly. They made a hotfix a couple weeks later to make some better, but they still take 2-3x longer than they did pre 7.3.5.
