Is there a way to summon Majordomo in MC in order to fight Ragnaros and complete an achievement?
Yes, kill bosses put out runes to spawn Majordomo, then defeat him and all that’s left is Ragnaros.
How do I put out the runes without the required item? Do the waterlords still exist in shadowlands? Do I not need an item anymore?
You don’t need any runes. Just go to Molten Core, kill the first 8 bosses, Majordomo, and then Ragnaros.

Once you’ve killed every boss in the Molten Core except the Majordomo and Ragnaros, the Majordomo himself will spawn. Defeat him, and then you can fight Ragnaros
Last time I cleared MC, Majordomo wasn’t there. Maybe I missed a boss or something? The runes aren’t necessary anymore?

I’d bet you walked right past at least one of the bosses. They’re scattered all over the instance.
Dungeon journal will show if you left a boss up. Altho not sure how they’re all pretty obvious. Maybe the dog?
You have to slaughter them all, even the lavalings.

No, you just have to kill the previous bosses, and then you go to Majordomo.
