4-piece set bonus for the Raging Tempest set correctly grants stacks of “Sparks of the Primals”, and reaching 5 stacks grants a longer buff (also called “Sparks of the Primals”) that reads “Your next attack will unleash your Primal Sparks at the target, dealing 0 damage.” I doubt the intent is to actually have it deal zero damage, and no single-target attack actually consumes the buff anyway.

I just got my fourth piece today on my hunter (“Scales of Raging Tempests”) and I have almost exactly the same problem - no elemental attack on stack 5. The only difference is that I don’t even get a Spark of the Primal Buff on the 5th stack, it just disappears. Extremely disappointing, as I was really looking forward to seeing how it’d affect my damage in mythics.

Same problem here. I got my 4pc, it stacks the Spark of the Primals to 5, but nothing happens on the next single target attack… certainly not a “devastating elemental attack”.

I opened a ticket in-game, and the response was that they can’t do anything about it. I don’t understand how this isn’t a bigger problem for more people. It’s not like this is an obscure armor set, these are easily-accessible epics that a lot of people have.

Yes. There is an issue as well with the two piece for increase of secondary stat. Sometimes it applies, sometimes it does not. I tested it many times and sometimes the second stat bonus will apply and sometimes it does not. I have to equip and re-equip multiple times to get the stat bonus to work. This two set piece is actually helping me big time with crit as well for healing, so it’s kind of a big deal in a way. It’s like having another ring with crit added. Would be nice if they fixed this, but will keep grinding for BiS to resolve in future.

Come on, Blizz. How is this set, which requires some serious grinding, so obviously bugged, and yet not getting any attention or fix?
2-piece is working for me with belt and bracers. 
I think it was working after the reset but I havent tested.
I will take a look and confirm on the 2pc. I dont think I have any toons with the 4pc.
The 4pc bonus is still not working for me. I get the buff after 5 kills, but the tool tip simply says the next attack will trigger 0 damage. The next attack does not remove the buff, and it simply times out after 2 minutes. I opened a ticket for the issue, and all they said was it “appears to be working as intended” and to disable my addons. I did, just to test, but no difference. They also said if I experienced no change, I should submit a bug report. Consider it submitted. I know a lot of folks aren’t using this anymore as they’ve converted most of their raging tempest gear or m+ gear to tier already, but it’s a bummer that this stuff isn’t actually working. It was a nice option for those of us who mostly play solo.
