if i log off my druid and back on, the talents do not change, but the ability Rage of the Sleeper becomes unusable as guardian. I have to unlearn the talent to something else, then re-learn the talent in order to be able to use it

having same issue…except i am not able to unlearn/relearn the talent. I have it in my talents but the spell does not show up in my spellbook.

Yep, seeing the same thing today. If some people are thinking unlearn means right-click then left-click it again, that won’t do it because it’s not triggering a talent change. I had to pick a different talent, change talents, then unlearn that a relearn Rage again and that reactivated the icon I had on my bars already.
Bumping to say this problem persists, started when my Druid hit level 70. Had been using Rage of the Sleeper fine while leveling, then it disappeared from the spellbook. Changing talents to something else and back makes it reappear to the spellbook, but only until I shapeshift (to anything, bear or otherwise). Then it’s gone again. Tried with and without addons, issue continues either way!
I wish that worked for me, I can unlearn and relearn all I want, it doesn’t fix it.
It “fixes” it insofar as it appears back in the spellbook for a moment, but apparently doing anything makes it go away. I just tested, and relogging also makes it disappear, as well as casting ANY spell.
So I just unlearned and then relearned it while in bear form, used it immediately and it appears to be staying.
How? When I change talents while in bear form my characters reverts to “normal” form…
Try relearning it, going to bear form and then using it immediately
Update: It seemed to stay after I changed my PvP talents, unlearning “Emerald Slumber” and learning “Entangling Claws”. I figured Emerald Slumber messes with other abilities’ cooldowns and whatnot, was worth a shot. Had to do the Mage Tower without the talent, though.
Relearning, going to bear form and using immediately would never work, at least in my case - any cast made it disappear from the spellbook instantly!
Has there been any update on this? I was looking at mine and when I do what is mentioned it shows in my spellbook, but changes to starfire when i shift into bear.
Might be a bit late to the party, but I believe I was able to figure it out. This seemed to only happen when I had Claws of Ursoc (Legion artifact weapon) equipped. When I equipped a different weapon Rage of the Sleeper stayed in my spell book and is usable. At least for me this was the fix.

If I equip the claws of Ursoc the talent disappears. I had to equip a different weapon.

Same issue for me
Still an ongoing issue - RoTS becomes unusable seemingly randomly after being logged out, only untalenting - saving a different talent, then retalenting fixes it. Changing builds that include it does not solve the issue.
Why are guardians the consistently least worked on spec?

I confirm the bug comes from equipping the Legion’s legendary weapon. As soon as you equip it, no matter what, Rage of the Sleeper becomes locked. You have to unequip the weapon then unlearn Rage of Sleeper in your talent trees, chose another random talent and apply. Then, go back to Rage of the Sleeper and apply once again. The spell should then come back to your bars unlocked.
Don’t use Claws of Ursoc at all, it has been like that since the very beginning of Dragonflight and obviously since we play Guardian it might get fixed in 8 years or so.
