Rage cap as Arms?

I’m trying not to be rage capped as Arms, but it’s kind of hard not to.

Even with Whirlwind costing 60 Rage, it just feels like I can’t burn enough of it. Slam on GCD does not help. I often try burning excess rage through Rend or Thunderclap…

Any tips on how to not get rage capped?

That’s just how Arms plays in Dragonflight, which is why it’s being reigned in for TWW.

Until then, use Whirlwind (Storm of Swords) and Thunder Clap in place of Slam.
