Race Changes (Mists of Pandaria™ Classic) not working

Purchased 3 Race Changes last night.
But not able to use it, showing: You don’t have any eligible characters on this realm.

This is more of a billing then technical question, but do your characters have any of the restrictions listed in the support article?

I am also not sure if your realm is locked, and if that affects this.

Thanks Kozzae, no I don’t meet any of those restrictions. My realm is Pagle.

I just got the 3 faction change to change some horde to alliance, no eligible characters, my guess is the servers are locked so it wont let us use the service yet.
