not sure where to get answer. i opened a ticket but they dont understand my question and then proceed to close it.
R1 titles i know are lock to that character u got with(warlock for me). my question is if u level a char, same class, would i get back that title?

Because the one from keystones is acc-wide whereas the pvp (3s or shuffle) are not
i assume the only way is to pay for the race change to maintain the title?

For PvP titles, it sticks to the character. I assume the PvP title will stick through a race change but I do not know if it sticks through name/server changes.
R1 on an acc with 80 achievement points is impressive. Are you asking so you can sell/trade or buy achieves?
The answer is and always will be that you can name/race change as much as you want and the title sticks to that character… R1 would know that, it’s how it’s always been. I believe the only thing that is faction locked would be hall of fame, but even that I think might stick with you if you get it and then faction swap.

Keep in mind that some titles are also level-locked — and thus can only be provided to other characters once you reach a particularly certain level bracket on that character. 
hall of fame titles are locked to your guild (and members that have CE for that raid tier) - now that guilds are cross-faction, you can race change from alliance to horde and still use your Hall of Fame title (but a faction change does force a gquit, so you would need to be re-invited to guild - once that happens you are able to use the title again).
rank one PVP - and almost all PVP titles for that matter, including all lesser RBG titles such as Private, etc. are all locked to your character that earned them.
they cannot be used on another character in your account - even if they are the same class. ( i believe even like the WoD pvp achieve titles like Lord of War are also character bound and the Gladiator Sanctum titles)
BUT, the war within changes that - i have recently entered the War Within Beta and all the toons in my warband can use my main toon’s RBG titles - provided that the main toon is also in the warband.
so maybe if you put your R1 character in your warband, then it will be useable by other characters in your war band?

do you have access to the war within beta? you could go toss that warrior in a warband and see if you can use the obsidian legend title on another toon?

I do, and your post made me think to go check on that now. 
It says it’s earned by warband, but I can’t use it on alts. Mistwalker works, though.

Generally, no. Nothing is class locked, it’s just account wide with class restrictions.
mop challenge mode sets are class locked. well basically all class-restricted transmog is.
Yeah that’s what I said in the next 7 words. The MoP CM sets are account wide, you just can’t use them unless you’ve earned the sets on that class cause they’re class restricted, like tier, or order hall cosmetics.
Rank 1 titles don’t have a class restriction, they’re just “X Gladiator Name” so they would fall into character specific or account wide. (I believe Gladiator titles are character specific).

Omg really. so if I race change my R1 title would stay and not creating a new level with the same class? Logic blizzard. Because I hit max level on mop remix just different race, but I dont see any of my R1 pvp title popping. I got them during MOP (lvl 90) a decade ago. Mop remix is only lvl 70. could that be the reason why it doesnt show up?

No. Unless they’ve changed it, Gladiator/R1 Gladiator titles are character specific. Race change would work, rerolling would not.
Wouldn’t matter. Account wide titles pop up at specified levels, I think you get MoP titles at like 30ish?

no R1 titles will never be account wide, always character specific - at least for war within: Kenny confirmed this
Kenny tried to use his Obsidian Legend title (rank 1 title for solo shuffle) in his warband and it was not useable by other characters in his warband.
