I think it’s because they looked at the changes and realized they would have to include “Does not apply to PvP Combat.” for nearly all of them.

Yeah, the new format was kind of messing with me. I’m used to reading a change and assuming it applies globally unless otherwise specified but that’s no longer the case it seems.
Outlaw buffs apply to PVP but not the Retribution ones for instance.
