Can this only be done with one max level character? So the “Defeat 5 Players in PvP Pet Battles” is only a once per account quest?

Not showing up for my other character who is max as well. Completed it on my Warlock, not showing for my warrior.
Is it the weekly quest from the turtle, one that gives all weekly quest, or some specific pet battle weekly?
Edit: Okay I did bit more research, it appears pet battle weekly is account-wide, once per account, unlike other weeklys, because I guess lvl25 stone is huge impact (not really).
