Do you need to have completed the “full” Garrison campaign to unlock the one oil daily in Tanaan Jungle?
My main never did finish the Garrison campaign (main-swapped over to him post-Legion), and when I fly to Vol’mar the daily isn’t there? And more strangely, the little “mission table” also isn’t even there??
If anyone could clear this up/point me in the right direction that would be great, I’m just stumped/hardstuck over here… neither the oil daily or the “mission table” are there and I have no idea/don’t remember what I did to unlock them on my earlier toons 
Do you have the shipyard active at your Garrison?
Should be a series of quests/tutorial missions to open it up and I believe that led to the Tanaan intro quests.
You can only get oil by invading third world zones.

What I’m not sure of is whether or not I ever actually did the Tanaan Jungle “intro” questchain on this character.
Like I said, this became my main during Legion so barely touched any of the WoD stuff. All his reputations from WoD are basically still hovering at friendly-honored… very very little WoD content played on it.
I could be misremembering but I think you need to unlock all the little areas in Tanaan to get access to all of the dailies.
If I am recalling correctly, this is correct. Have you opened up all the areas in the jungle?
my regular WoD mission table (not the ship one) is full of oil quests and some followers have oil production boosts, also barrels of oil are fairly cheap on the AH.
Not sure, I do have Vol’ mar unlocked, but like I said I never really played thru the quests/campaign on this character
You need an active shipyard to get oil, as I recall.
To unlock Vol’mar you just need to upgrade to a tier 3 garrison. Then Vol’jin in your Town Hall will give you a quest sending you to Gorgrond and that’s the intro line leading up to Tanaan.
You don’t need to do any garrison campaigns at all.

There’s a vendor there that offers some upgrade to the shipyard I believe, that let’s you get mission’s to get oil
