I’m a little late getting into Dragonflight and skipped Shadowlands. So simple question. Are the representatives of the Explorers League and Reliquary people I would know if I’d played it or are they new? And either way, why isn’t Brann leading the Explorers League side of things and who is the Blood Elf who got no introduction?
They are new characters.
Brann is of the explorer’s league, another organization unrelated to the dragonscale expedition.

The Dragonscale Expedition is made up of representatives of the Explorers League and Reliquary, so saying it’s not an unrelated organization.

All new!! The reason for no Brann is probably purely a developer choice (that will later be given an in-universe explanation). They wanted Dragonflight to feel more fresh and new, so we have a joint expedition team with Horde and Alliance characters. It was probably someone’s idea to show those players sick of the HvA stuff that this expansion won’t have that, and instead we’re working together.

So I’m not missing anything? Thanks for the answer, though it feels like Brann would’ve been perfect for helping us drown out the god aweful faction conflict since he’s always been borderline neutral anyway.
Didn’t miss anything important. And I like to think that the only well know people this expansion are the Aspects is because the team seemed to have gotten the message that nobody was happy with how Blizz handled the last disastrous HvA conflict that they purposly didn’t include anyone who had too much name recognition.
Until the last patch that is, when the majority of the leaders show up to defend the new tree

At least Brann is returning for War Within. 
To be fair, he is closer to the alliance in the bronzebeard family.

Dragonscale Expedition was a good chance to try out some new personalities in low stakes that can grow with us going forward; we uh cleaned out a lot of the roster. And with the exception of Rannan, I like them much more than Brann, personally.
But yeah, no, it is not an unrelated org to the Explorer’s League, and Brann is probably out there somewhere busy with something else.
