Are lower levels/level 1s able to get stuff (transmogs/toys) from the treasure goblins or just max level characters? Unsure if it’s been posted anywhere, thanks!
I do believe lowbies can get loot too
But you can also just constantly kill loot goblins on one toon and you’ll still get loot if the loot table smiles nicely at you.

do you auto “learn” the mog stuff? 'cause i only want the backpack thing.
I got the backpack earlier and had to click to learn it in my bags iirc.
Gonna see if I get anything on my lowbie, I’m just lazy and don’t wanna get attacked in Orgrimmar.

I got the cloak, helm and bag on my dwarf warrior earlier. This was also my first kill of the day. He is not max level.

Did it on my goblin alt who’s level 30 an got a charm, I’ll see what I get again once Org cycles back around. 
After the first kill, it doesn’t matter. Every alt has the same chance, which is the standard low drop rate. It works like the Heartbreaker mount did.

It’s unfortunate, but yeah, that is sadly the approach they went with.

My level 11 just looted a charm from the Treasure Goblin, and got the pet earlier. No sign of the bag or mount, though. Yet.
Edit: Just looted and learned the mount on a level 11 character, active account, so it seems level is not a factor.
My level 23ish Hunter got the cloak/hood combo and those unlocked for transmog for me. Haven’t seen the lootbag backpack transmog at all, though.
