The Rise is a campaign quest so that blocks progress.
Update: Came back an hour later after relogging and the quests could be turned in.

story line quest for me stopped in isle of dorn 2/3 on " evacuation area" at cinderbrew meadery. have been all over the area. no quests to pick up / turn in. area map shows i have no quests in isle of dorn. but log says " to continue campaign pick up quest evacuation area in isle of dorn. but i am unable. this has stopped the whole campaign quest line for me and has blocked me from accessing much of the game
