I am experiencing the same issue both in Shadowlands contend and in Legion
For Legion, I have a character stuck on “Self-fulfilling prophecy” and for Shadowlands it is hitting quests such as the calling “training in bastion”
Completing multiple world quests does not register the quests as complete past the first one.
For Self-Fulfilling Prophecy I am stuck at 1/8 after completing multiple quests and for training in Bastion I am on 1/3 after completing 2.
I have tried dropping and retaking Self-Fulfilling Prophecy, did a UI reset, as well as trying on a completely separate computer that has no add-ons to prevent them from interfering.
