Quests Able To Be Turned In Without Doing Them?

Ok, so Tuesday (today) I received a new “Against Overwhelming Odds” quest, and the new emissary showed up - both are able to be turned in for rewards without doing anything - anyone else have this? The AOO accepted my turn in and then upon seeing the emissary (because I was going to finish it), it clicked.

I know for a fact that I did not do any PvP after accepting the AOO quest, and I maybe did 1 emissary WQ, but not all 4!

had the same issue with both storms wake and waveblade ankoan today. Had not been on much except to change out mission table - got on just for a minute to repeat the mission quests and found them completed.
