Can someone explain to me how like for example my mage and my priest have some transmogs over lapping and some not. Like i know i have a priest specific pvp mog that shows up on my mage transmog list but bunch of other priest pvp set dont show up on my mage. What determines this and how can i predetermine if a set will show up on my other same armor type character? THANKS!!!

Then it’s not a priest specific set. There were some PvP sets not tied to a specific class. Like some BfA ones. So it’s just armor type.

When you collect a cloth piece, all your clothies can use that item for mog. The only time it’s limited to class is if it specifically says so.
Look at legion raids for example. A boss may drop a priest only tier shoulder, but there is another boss that drops the exact same shoulder (looks the same) but is not a tier piece. So if you collect that one, all your cloth chars can use it.
The rule is basically that you need to be able to equip the item (at your highest armor type for armor). Even if you can’t buy the item on your mage, you can still use it on them if it doesn’t require being a priest to equip it.
For another example, I can 'mog a 1H weapon to the Shortblade of the Uncrowned on my Warrior even though you have to be a Rogue to actually buy that weapon.
There’s a bunch of class specific sets that have identical look alikes that are class agnostic. A lot of the Legion raid class sets work this way. However there’s usually a catch. E.g. a mage can collect pretty much everything that is part of a priest or warlocks sets except for one or two items in the set and visa versa. Usually for the mythic varient. My DH has basically the full Druid class sets from all the Legion raids unlocked and wearable with the exception of a couple pieces like the mythic NH shoulders that she can’t unlock since there is no class agnostic version etc.
