I wanted to get that achieve to unlock the artifact appearence (the feral skin in my case), and this is tied to legion world bosses. I was wondering if they still have a weekly rotation (only one boss up per week) or it is more flexible now in bfa.

Still one per week, yes.
Ty for the answer. And it has to be with the same character that’s has balance of power? Or I can get the achieve with another character?
I believe you need Balance of Power on a character to unlock appearances, but you’ll be able to use those appearances on any character of that class.
