I’m trying to retrieve information from multiple MMO’s for a discussion and I was wondering if this game has a Public Test Server available for players to try before the content becomes available live, also more importantly is stuff like the newest raid available in said PTS Cycle?..

Yup! Before any new content is released to the Live servers, Blizzard has Public Test Realms (PTR) online for players to help test the new content.
This is so players can report any bugs or any other relevant issues that should be addressed before it goes Live.
You can download the PTR Client on your Blizzard Launcher by clicking on the drop-down menu above the “Play” button. The PTR client will be listed under the “In Development” category.
That’s also where you’ll see any Alpha or Beta Test versions of future expansions for World of Warcraft if you recieve an invitation from Blizzard.
If you are looking for the PTR Forums to give feedback they are located Here! Just note the PTR is not active all of the time and is only available to play on when there is content to be tested.
Also, The PTR is considered to be not as stable as the Live version of the game. You can expect crashes to occur on the PTR when you are logged into it.
