so if i earned vault slots from last week will waiting until this week to choose loot piece lock me out of getting loot this week?

If you unlocked say 3 vault slots from running dungeons last week then the vault will hold onto your 3 loot choices until you select one. You can unlock 3 slots again this week before looting but you won’t see it until you take something.
It will also hold the loot even if you disappear for a few weeks and if you forget to loot you can end up with double loot from your week 1 and week 2 efforts, provided you hadn’t taken anything yet
No, old vaults just stack. I had like 5 or 6 to open one season in SL where I didn’t bother checking them for weeks before a new season started. Unless something has changed since then, that is.
Vaults do stack up if you don’t take them but you still only get to open them chronologically. You can’t gain information about what to take by seeing other week’s options.

SO if i pick a reward from last week and then do another heoric i get a reward for this week?

You did not take your vault last week that you earned the week before. Did you do content to get vault options last week?
If so, you can take your vault from 2 weeks ago, and then your vault from last week.

You can collect your loot any time for the runs you completed last week. Today, next Monday, next month. Whenever.
If you run a dungeon right now you will create new loot for next week’s vault.
It always awards you the week after the work you do now.
Say you run one heroic dungeon in week 1, 4 heroic dungeons in week 2, and 8 heroic dungeons in week 3.
You will get 1 vault option in week 2, two vault options in week 3, and 3 vault options in week 4.
You’re not locking yourself out of loot, nothing overwrites the vault options. Each week is its own unique vault.
I think what you’re asking is: do you have to pick something from the Vault before you start running content this week?
The answer is no. For example if you want to wait to make your choice until you see what drops for you in raid this week you can do so. You’ll still accumulate slots for this week even if you haven’t yet made a choice from last week’s options.

okay so to make sure: i run 4 heorics one week. then when i run a heoric the next week it generates the loot seperately from the 4 i did last week? do i have to do it before or after i get last weeks loot?
It generates it separately. Each week of content will generate its own vault.

The vault is populated based only on what content you completed the week prior.
So you log in, have a vault waiting for you, and you run a bunch of new heroics this week.
If you go to your vault after running them, you get an item from last weeks stuff. When you open the vault screen next, you’ll we the rewards you’re going to unlock next week for what you did this week.
If you forget to open it up for a week that’s fine, you don’t lose vault unlocks during a season.
